Wizard components chest is one of several chests randomly generated when you open a Hero's chest. Life dust is one of very many possible components generated when you open Arch Wizard chest.

Forgot to mention that you can get from sea merchant on boat to Tribute (Forgotten) Island for 2500 material requisition tokens. You get these tokens from hunting ancient mobs south of warp 6 and wasteland just above Gludio. The mobs give items that you redeem for tokens from Lyra (warp 6) and ancient relic (wasteland).
