These can be purchased in -shop or Vallhala from Zenos. They are permanent items that increase the effectiveness of EXP or SXP event runes. You purchase the event Rune and then see Zenos to upgrade the rune. It takes 15 Upgrage passes to Get into the fastest event room.

ERRATA!!! It takes 5 Upgrade passes to max out a rune (which is not the top room you can access once per day).
